Long time since last login twitter, just see that twitter used the old youtube customize function with header, see my new header customization, used computer draw software, not only photoshop can do that, the computer original software also do that work.
With twitter tips that " Recommended dimensions of 1252×626, Maximum file size of 5MB " you can make one easily. As the profile located in the center, so you may need to put the customize information on the left and right side of picture file. See my new tweeter header
